Carbon Neutral Norway

07/03/2008 // The Ministry of Finance Carbon Scheme

The Norwegian Ministry of Finance is authorized by the Storting (Parliament) to contract delivery of carbon credits (Certified Emission Reductions, CER, and Emission Reduction Units, ERU) from the Clean Development Mechanism, CDM, and Joint Implementation, JI. The combined authorization and appropriation for 2008 is 4.1 billion Norwegian kroner, or about 500 million euro. The Ministry plans to contract some 30 to 35 million tons for delivery during 2008-2012.

Starting in the beginning of April 2008 the Ministry will negotiate contracts based on submissions made before 31 March 2008. Subject to an acceptable quality of the submission the intention is to analyse submissions within one month with a view to negotiate a contract.

The Ministry will also invite you to submit offers after this first deadline. To streamline the process there will be bimonthly deadlines for Expression of Interest; 31 May, 31 July, 30 September and 30 November 2008.
