Norwegian Funded Projects (as per November 2009)

The bilateral co-operation between Norway and China is focused on the environmental sector. Most of the projects have signed agreements with the Ministry of Commerce, MOFCOM and the Royal Norwegian Embassy, according to a MoU between Norway and China from 2001 and referring to a MoU between Norway 's Ministry for Environment (MoE) and SEPA from 1995. A new MoU was signed between MoE and China 's Ministry of Environmental Protection (MEP) in June 2008. New proposals for projects are received from MOFCOM in an Annual Meeting and a Semi-Annual meeting and hence are given priority from the Chinese Government.

 

I. On-going projects financed by the Norwegian Embassy in Beijing:

 

 

Project: Sino-Norwegian Competence Building Project on Environmental Management

Purpose: A platform for dissemination of the environmental management derived through the Sino-Norwegian Environmental Cooperation programme is established and training is provided.

Project: Improving Environmental 5 year plans

Purpose: To improve the planning effectiveness in three pilot provinces, serving as an important basis for the national evaluation of the 11th FYEP and being a model for future Chinese provincial planning at large.

Project: China Council for International Cooperation on Environment and Development (CCICED) Phase IV

Purpose: To enhance the integration of environmental management and sustainable development considerations in Chinese policies, regulations, and practices by contributing to the understanding of these issues by Chinese senior leaders, policy-makers, and the public.

Project: Capacity Building for the Persistent Organic Pollutions in China: Demonstration project on local implementation of the Stockholm Convention (SinoPoP)

Purpose: Planned actions regarding management and reduction of POPs are being implemented inChongqing municipality.

Project: Capacity Building of the Xining EPB on water pollution control management in the Huangshui River Basin, Qinghai Province (WATMAN)
Purpose: To build the capacity and competence of the Xining EPB and related organisations enabling better control of environmental pollution and management in Xining administrative area of the upper Yellow river (Huangshui) basin.

Project: Capacity building for reducing mercury pollution in China. Case Study in Guizhou Province

Purpose: To strengthen the ability of provincial environmental decision makers to reduce mercury pollution in China in order to contribute to the reduction of mercury pollution in China, especially in the poor, southwestern provinces.

Project: Provincial Strategies & Actions for Climate Change Mitigation & Adaptation in China

Purpose: Provincial Strategies and Actions for Climate Change Mitigation and Adaptation in 7 provinces in the western part of China.

Project: Environmentally sound Management of Hazardous and Industrial Wastes in Cement Kilns in China

Purpose: To build a base for large scale implementation of secure and environmentally sound management of Hazardous and industrial wastes in cement kilns in China in order to strengthen the Chinese implementation of the Stockholm Convention and Basel Convention.

Project: UN Appeal: Sichuan Earthquake Early Recovery

Purpose: 1. To prevent epidemics and environmental pollution from outbreak in earthquake hit areas by strengthening overall capacity for medical and contaminated debris and soils disposal and to prevent the release of environmental pollutants including the unintentional release of asbestos, POPs and mercury.  2. To improve the aseismatic system of hydropower projects in earthquake-prone areas of China through investigating and analysing damage caused by Wenchuan earthquake to various hydropower facilities, in preparation of modifications of seismic design code for hydropower projects.

Project: WB - CDM Africa

Purpose: To expand Clean Development Mechanism (CDM) application in a selected number of countries (particularly in Africa but also in a selected number of other Asian, Central Asian and Middle East countries) by enabling them to make good use of China’s relevant CDM experiences. The targeted audience is particularly designated national authorities (DNAs) and in certain cases project developers in Least Developed Countries (LDC) just about to start developing their CDM programs.

Project: Dissemination of report of environment and health

Purpose: To bring critical environmental protection messages out to a selected number of provinces and cities by combining environmental and cultural dimensions, particularly through good use of media at both national and local (incl. provincial) levels.

Project: Capacity Building on Environmental Protection Bureau (EPB) in Guizhou Province (2004-2008)

Purpose: To reduce industrial pollution in Zunyi Municipality by building capacity in the EPB in the period 2004-2008.

Project: Improvement of biodiversity management in Dongting Lake Hunan Province.

Project: Building Capacity for the Clean Development Mechanism (CDM) in China

Purpose: The development objectives are to help China meet its sustainable development objectives through improving capacity for implementing effective Clean Development Mechanism (CDM) projects.

Project: Environmental Surveillance and Information System for Yantai, Consolidation (phase II)

Purpose: To develop and establish an environmental surveillance system for Yantai and to evaluate, update and improve the monitoring system for air and water quality.

Project: Surveillance of Water Quality in the Songhua River, Heilongjiang, Consolidation (Phase II)

Project: Integrated Monitoring Program on Acidification of Chinese Terrestrial Systems (IMPACTS) - Acid Rain

Purpose: Planning of an integrated Acidification Study and Survey on Acid rain Impacts in four provinces in China, Chongqing, Guizhou and Hunan. Effect on forestry as a separate component was added in 2002.

Project: Master plan against air pollution in Shanxi Province

Purpose: To reduce emission of pollutants from industry, in specific related to energy production/coal burning, and to develop a fully operational air quality monitoring and management system in Shanxi province.

Project: Technical Guidelines for Environmental Impact Assessment (EIA)

Purpose: To propose amendments to the EIA guidelines that are carried out for new construction projects.

Project: Capacity Building in Environmental Management According to ISO 14.000

Purpose: To improve the long-term environmental performance in Chinese industry.

Project:  Ecomuseums in Guizhou, phase III

Purpose: To support knowledge and consciousness of cultural heritage in the natural habit and to preserve the totality of the natural and cultural protection in the form of ecomuseums in Guizhou where the Qing Miao, the Dong, the Buyi and the Han nationality are represented. To establish an ecomuseum in Soga (phase 1), plan and establish three other eco-museums in Guizhou (phase II & III)

Project: Assistance to the Establishment of the Monitoring System of the China National Environmental Monitoring Centre (CNEMC)

Purpose: To establishing a use of ENSIS on national lever for monitoring and surveillance of water and air quality in China for purposes that is relevant for CNEMC and to customize the ENSIS software for these purpose.

Project: Inner Mongolia Lake Restoration, Lake Wuliangsuhai

Purpose: To restore the lake Wuliangsuhai in Inner Mongolia. To identify the components of an action program for sustainable development of Lake Wuliangsuhai and its catchments.
